BUDGET OFFICE BUDGET FLEXIBILITY SPECIAL RESPONSIBILITY CONSTITUENT INSTITUTION

SCOPE:
These policies and procedures are designed to set forth the budgetary guidelines required for Special Responsibility Constituent Institution Designation. North Carolina A & T State University was designated a Special Responsibility Constituent Institution by the Board of Governors effective July 1, 1992.

POLICIES

1. The Chancellor, upon recommendations from the University Budget Committee, approves the allocation of new funds to the various divisions of the University based upon predetermined priorities. The Vice Chancellors allocate both the continuation and expansion budget funds to their respective deans or department heads.

Budgetary changes previously requiring approval by the Office of State Budget and Management (OSBM) will be reviewed and approved by the Chancellor.

2. The University administration will not permit salary increases or revisions for either SPA or EPA personnel when such increases are not in accordance with the policies and directives issued by the Office of State Personnel, State Budget and Management Office and General Administration.

Procedures:

1. After an authorized budget is established, it may only be revised by a written request that is endorsed by the appropriate administrative officers and implemented by the University Budget Director. The following budget revisions or changes will not be permitted without prior approval of the Chancellor and the Vice Chancellor for Business and Finance:

The establishment and/or abolishment of SPA and EPA positions
The approval of transfers in excess of $7,500
The transfer of funds between two purpose codes
Transfer of funds from Library

2. All other transfers can be recommended by the division head and approved by the Budget Director except those requiring the review and approval of the Chancellor as noted above.
