PURPOSE:
The purpose of this policy is to ensure that the
University and all North Carolina state employees are in compliance
with North Carolina General Statute 143-553.
POLICY:
North Carolina state employees indebted to the University
are given ninety (90) days to pay their balance. Once the balance
is more than 90 days past due, employees are in noncompliance
with North Carolina General Statute 143-553 which in brief states
"All persons employed by an entity as defined by this
part who owe money to the state and whose salaries are paid in
whole or in part by state funds must make full restitution of
the amount owed as a condition of continuing employment."
PROCEDURES:
Charges are applied to state employee accounts in the same manner as student accounts. Once a month, a bill is sent to all accounts with a debit balance. Additionally, University employees are notified in writing by the Treasurer's Office of their delinquent account status and their noncompliance with G.S. 143-553. If payment or satisfactory payment arrangements are not made within thirty (30) days, the account is referred to Human Resources and the Vice Chancellor for Business and Finance for appropriate action.
