NATIONAL SCIENCE FOUNDATION
The National Science Foundation requires the University
to administer an Organizational Prior Approval System (OPAS) of which NSF
has delegated authority for prior approval of certain revisions. The OPAS-1
Form must be completed and processed through proper channels for approval
by the Vice Chancellor for Research. However, there are revisions that
still require NSF prior approval.
CONDITIONS REQUIRING PRIOR
APPROVAL FROM:
A. N. C. A&T State through OPAS:
1. No-cost extension not to exceed 12 months.
2. Purchase of specific items of equipment costing $5,000 or more.
3. Purchase of all general purpose equipment.
B. National Science Foundation:
1. Change in the scope or objectives for the project.
2. Change in the principal investigator or other key project personnel.
3. Change in level of effort of the principal investigator.
4. Re-budgeting participant support (stipends and fees).
5. No-cost extension beyond the 12 month OPAS approval.
6. Subcontracting to a third party.
