HEALTH AND HUMAN SERVICE

The National Institutes of Health (NIH) requires the University to administer an Institutional Prior Approval System (IPAS) of which NIH has delegated authority for prior approval of certain through proper channels for approvals by the Director of the Office of Contracts and Grants. However, there are revisions that still require prior approval from NIH.

Conditions Requiring Prior Approval from:

A. IPAS:

1. Pre-ward costs.

2. Consultant fees.

3. Purchase of specific items of equipment costing $5,000 or more (not to exceed $25,000).

4. Purchase of all general purpose equipment (not to exceed $25,000).

5. Subcontracting work to a third party.

6. Domestic travel costs 25% or 500 over budget, whichever is greater.

7. Foreign travel must be approved for each trip.

8. Re-budgeting participant support.

B. NIH:

1. Change in the scope or objective of the project.

2. Change in the principal investigator or other key project personnel.

3. Change in level of effort of the principal investigator.

4. No-cost extensions.

5. Subcontracting

6. Re-budgeting of 25% of budget or $250,000 whichever is less.

Other Operational Guidelines

  1. Annual Progress reports are determined in accordance with the instructions accompanying the application forms, unless a different date for submission of the annual performance report is specified by the PHS awarding office.
  2. Final Technical reports are due within 90 days after the termination date.
  3. A Final Invention Statement and Certification is required 90 days following the termination date.
  4. Final Property report is required 90 days after the termination date.
